  Sub: 100% EOUs / STP / EHTP Units- Schemes and Procedures - Reg.
   
  1. Attention of the trade/100%EOUs/STPs/EHTPs is invited to para 14 of the Commissionerate Public Notice No. 104/2001 dated 17.10.2001,wherein the Import and Export procedure has been prescribed for EOU/STP/EHTP units
   
  2. In this context, it was represented in the EOU meeting held on 21.12.2004 that the EOUs are required to visit the range office three times on different dates in connection with filing of documents relating to Imported goods, open examination by officers,bonding of goods and issue of re-warehousing certificate, which is claimed to have  resulted in time-consuming exercise and therefore requested that a single report covering all these three areas i.e., open examination of Imported goods, bonding and issue of re- warehousing certificate by range officer may be prescribed in order to minimise the visits to range office for the purpose stated above
   
  3.The matter has been examined. It is hereby clarified that the EOU/STP/EHTP units are not required to visit the range office frequently for the purpose stated above. They can file all the relevant documents pertaining to Import consignment with the range office at the first visit itself so that the officer can process the same and complete the work within a reasonable period and hand over the requisite documents to the units for further action. However, the following procedure is prescribed for the benefit of Trade/ EOU/STP/EHTP Units

a)     Party will present the bonding application before the superintendent

b)     Superintendent will give the bonding permission on this application itself which will be subject to the goods being found in order upon examination.

c)     The Inspector will examine the goods and give his report on the Bill of Entry. Inspector will also complete the bonding ( entry in bonding register etc.)

d)     The re-warehousing certificate will be issued by the Superintendent and sent by Registered Post directly to the port of   import ( or through messenger in case of local import.)

e)     The party is thus required to come to the Superintendent only once.

                   However, if the party so chooses, the re-warehousing certificate can be handed over to them in a sealed 

                   cover,  for delivering at  the port of import. But, for this purpose, their authorised representative will have 

                    to visit the Range  office for giving receipt etc. It is not possible to give this certificate at step-(a)

 

   
  4. The Commissionerate Public Notice No. 104/2001 dated 17.10.2001 (para 14) is modified to the extent indicated above.
   
  5. All Trade Association and Chamber of Commerce and Industries are requested to bring the contents of this Trade Facility to their constituent members immediately.
