Kind attention of Exporters,
Customs House Agents, Trade Associations and general public is
invited to the Board’s
Circular No. 01/2006-Cus dated 02.01.06 communicated vide this
office Public Notice No. 06/06 dated 04.01.2006 wherein the Board
has directed that the tamper proof one time bottle sealing alone
should be adopted for the cargo transported for exports through
containers, bonded closed trucks (which are sent to Gateway Port
after following the Central Excise/Customs officer supervised
sealing or self-sealing by the manufacturer exporters, 100% EOU and
EPZ units) and the containers aggregated with LCL cargo in the CFSs/ICDs
(which are sent to the port after sealing in the presence of
officers), as it ensures safety and security of sealing process and
avoid any resealing at the point of export. Further, it would reduce
the need for examination at port except in case of specific
intelligence as these containers would not be subject to routine
examination as already provided in the Board’s Circular No.6/2002
Customs dtd 23.01.2002 and consequential delay. It may please be
ensured that in all the containerized cargo for export are duly
sealed only with the tamper proof ‘bottle’ seals.

The one time bottle seals are available for Rs.15/- per seal
from the Assistant/Deputy Commissioner of Customs, Customs Division
/ Inland Container Depot. However, the exporters/ manufacturers are
not compelled to procure these bottle seals from the department
only, as this would
defeat the very purpose of self-sealing facility. The use of tamper
proof one time bottle seal by the officers for sealing the containerized
cargo for export relating to all exporters, manufacturer-exporters,
100% EOU, EHTP units will come into force from 01.04.2006.
